Don’t forget that there is a roll-over caption with additional commentary for each cartoon.
Imagine using this in a PPT presentation–have the pointer make smarmy remarks.

I know this is way late, but do you know of a way to produce charts in this “sketchy” style in excel?

I guess it’s an XY chart with noisy data.
